Auto insurance question?

My car was hit while it was parked in my own driveway 4 days ago (in NY state). The police came and filed a report. I asked them for the other drivers insurance info, but they said I would have to wait for the police report and it would include that information. They advised it would be available after 5 business days at a cost of $5.00. I think the information should have been made available immediately so I could have filed a claim with the other person's insurance company. I don't suspect they will get rich by charging $5.00, so I don't know why I have to wait for the info. I am concerned that the other person's insurance will question the delay in filing the claim. Is this normal? I would really like to get my car fixed as soon as possible and am frustrated that I have to wait to get information that I think should have been immediately available. The driver that hit my car admitted to being on heavy duty prescription drugs at the time of the accident, but said that wasn't the cause of the accident. They said they had a seizure and had a documented history of seizures (which makes me think they shouldn't have a valid license anymore). The police seemed suspicious, but said they wouldn't issue any tickets as long as the person agreed to go to the hospital for treatment of seizures. There were no injuries, but there was significant damage to several parked vehicles, and minor damage to several homes and other property that was hit . Thank you to all that answer.

I'll try to make this as short as possible. I was hit by another car, who fled the scene but I was able to get her license plate, made and model of her car. I have whip lash and nothing else. I live in Kentucky, which is a no-fault injury state (I have no idea what that means). I live in California, I work for a small insurance brokerage that brings in about 6.5 mill in premium. I have been working here for 2 years and have had my PnC license for a year now. I am the ONLY employee in this office. I make 13 a hour, no paid vacation or holidays, no random bonuses, no commission. The company pays my health insurance which comes out to 230 a month. The duties that I do is answer phone calls, policy changes, rewrites, occasional new business apps, renewal quoting, and PDF filing. Im just wondering if Im being taken advantage of or not.
